The Portugese cannot sign more players until they have raised such a figure.
One player who being linked with a move away is goalkeeper Diogo Costa.
Manchester United are very keen to sign him although they are also targeting Brentford’s David Raya.
The Red Devils have also got Dean Henderson returning from his Nottingham Forest loan in the summer.
But they have made it very clear that Costa is one of the shot-stoppers they like the most.
