Chelsea will face Luton Town in the Carabao Cup second round, with Tottenham hosting Charlton in a London derby.
The Blues will host Jack Wilshere’s Hatters at Stamford Bridge as the 11 Premier League sides not playing European football this season enter the draw.
Spurs, who finished 17th last season, will welcome Charlton to the Tottenham Hotspur Stadium, with the games taking place on week commencing August 24.
In Northern draw, Newcastle will host Championship outfit West Brom, with David Moyes returning to former club Preston as Everton visit Deepdale.
The remaining Premier League sides will enter in the third round on week comencing September 7, with clubs involved in the Champions League playing a week later due to schedule conflicts.
